Microsoft Power Apps user plan for Students user plan lets a user to run and work with an unlimited number of Power Apps applications (within service limits) based on the full capabilities of Power Apps. This plan is best suited for institutions that want one license for each user, regardless of the number of apps they need to run.
In order to purchase Microsoft education SKUs, customers must meet the qualifications described in the Microsoft Qualified Education User Definition document. There are separate versions for academic customers in the United States and Canada.
